Urgent Notice About Improper National
Security Personnel System Meetings

It appears that Defense Secretary Rumsfeld is trying to circumvent national union representatives and hold improper discussions about the National Security Personnel System (NSPS). Rumsfeld has called a meeting for June 23rd in his office of select union leaders from states with key military installations.

If any IAM or IAM/NFFE local or district representatives are invited to this meeting, please call IAM Government Employees Director Frank Carelli immediately at (301) 776-0102.

“It is very important that IAM representatives do not respond to any Department of Defense meeting request until after discussing the matter with our Department,” said Carelli. “If IAM representatives attend, the DoD will use this meeting to justify its unfair behavior in implementing NSPS.”

The Department of Defense (DoD) has been trying for the last year to implement NSPS, which will undermine the civil service protections of more than 700,000 civilian employees. NSPS is a blatant attempt to bust the unions that represent workers at DoD. The Bush administration plans to implement NSPS throughout the federal government once the DoD system goes through.

The IAM is part of a 36-union coalition, the United Defense Workers Coalition (UDWC) to fight the NSPS program. The UDWC (http://www.uniteddodworkerscoalition.org) just concluded the meet and confer process with Pentagon leaders. UDWC members voiced strenuous objections to NSPS and how it is being implemented, including a lawsuit alleging DoD overstepped its Congressional authority in implementing NSPS.
